After the 11 x 17 poster frame 11 x 17 poster frame was issued, the Copyright Office met with photographers and their representatives and sought a 11 x 17 frame solution for photographers which would not cause unforeseen problems for publishers, photofinishers, and other users of photographs. On December 4, 1995, the Office initiated a rulemaking proceeding by publishing proposed regulations with a request for comments. 60 FR 61657 (Dec. 4, 1995). In response to this 11 x 17 poster frame, industry representatives presented a set of proposed guidelines that not only would be followed by industry members who had 11 x 17 picture frame agreed to them, but also were proposed to be 11 x 17 poster frame in, or referenced by, the Office's 11 x 17 frames regulations.
